Description
The Philadelphia Housing Authority is soliciting chemical water treatment services for Vaux School. The contractor must provide labor, supervision, equipment, tools, supplies, travel, chemicals, filters, salt, reagents, testing, chemical-feed and water-softener maintenance, automatic blowdown-valve maintenance, water analysis, field and laboratory reports, operating logs, recommendations, Material Safety Data Sheets, and staff training. Services cover chilled-water systems, steam boilers, hot-water boilers, and heating hot-water closed loops, with at least monthly service visits and additional visits as directed. The scope also includes waterside inspections, laboratory assistance, quarterly management meetings, semiannual written goals, twice-yearly four-hour training sessions, and reporting abnormal conditions within eight hours. The solicitation requires a mandatory site visit before a bid can be accepted. Proposals must include company and subcontractor information, licenses and credentials, key-personnel qualifications, recent references, a performance plan and approach, pricing, certifications and representations, affirmative-action and Section 3 information, and required proposal forms. The contract consists of a two-year base period with three one-year option periods. A proposal guarantee equal to five percent of the proposal price is required.
