Description
The Department of Defense Education Activity is seeking capability statements from eligible Institutions of Higher Education interested in establishing no-cost Memorandums of Understanding or Memorandums of Agreement to provide dual or concurrent enrollment opportunities and postsecondary course credit to military-connected high school students worldwide or within a proposed limited service area. This is a Sources Sought announcement, not a procurement solicitation, grant opportunity, or contract award; responses will be used to assess institutional capabilities and determine whether the agency may pursue one or more non-procurement agreements. Responses must address institutional eligibility and Program Participation Agreement documentation; proposed service area; academic eligibility, transcripts, credit transferability, teacher certification and professional development; course delivery, scheduling, pricing, fees, admissions, payment, and student support; and technical capabilities. Technical information must include allow-listing details, Chromebook extensions, ClassLink, SAML, OAuth, OneRoster, U.S.-based data hosting, encryption, and U.S.-citizen access to protected information. The response must be organized into five parts: Institutional Information, Executive Summary, Capability Narrative, Technical Documentation, and Tuition, Fees, and Payment Options. Responses may be submitted in PDF or Microsoft Word format, with Microsoft Excel permitted for appropriate technical exhibits, and the narrative is limited to 15 pages.
