Alamance County is soliciting a Request for Qualifications (RFQ) for employee benefits broker/consulting services. The county is seeking a partner with proven experience in employee benefit design, consulting, and brokerage services, as well as multi-year strategy development. The selected broker will be responsible for providing benefit administration support, including areas such as health and welfare, legal counsel/compliance, healthcare reform, benchmarking, actuarial/underwriting services, and benefits communication. The county's current health insurance is a self-funded plan covering approximately 851 employees and 1,160 total lives, with an additional 128 retiree lives covered under a Medicare Advantage plan. The selected broker must have experience with self-funded plans and demonstrate capabilities in managing compliance with the Patient Protection and Affordable Care Act, as well as other regulatory updates. The county also requires the broker to provide timely and accurate communication of emerging trends and risks. A key consideration is the broker's willingness to travel for utilization reviews and strategy sessions. The county prefers a North Carolina licensed agent with the expertise and capacity to serve employers of at least 500 employees, verifiable through a minimum of four references from clients of similar size.
