The Navy intends to purchase one complete, ready-to-operate Hydrogen Embrittlement Load Frame system for testing materials in accordance with ASTM F519, Annex A1, Test Method 1a.1. The system must be purpose-built for sustained-load testing, support static and incremental step-load testing, and include an integrated programmable controller, digital interface, load cell, sample-break detection, safety enclosure, and tooling for four test strings. It must accommodate at least four simultaneous load strings and 20 test bars, have a minimum 10,000 lbf capacity, and operate on standard 115 VAC, 5 Amp service. Adapted general-use universal testing machines are not acceptable, and the control system, interface, and mechanical hardware must come from one original equipment manufacturer. The purchase includes shipping and handling and up to eight hours of setup and startup at the customer’s location within the continental United States. The contractor must provide a certificate of conformance with the equipment upon shipment. This is a notice of intent to award on a sole-source basis, not a request for competitive quotes; responsible sources may submit a capability statement for consideration regarding whether the requirement should be competed.
