Description
The Indian Health Service is soliciting proposals for a firm-fixed-price contract to adapt and construct a 19-unit, one-story apartment building at a new location near the Inscription House Health Center. The work includes architectural, structural, mechanical, electrical, plumbing, fire protection, access control, communications, finishes, appliances, parking, RV spaces, an access-road extension, utilities, stormwater management, and related site improvements. Offerors may propose modular construction or other alternatives if they meet or exceed the specified technical quality and do not increase risk. The project is located within the Navajo Nation and requires compliance with applicable federal, state, local, and tribal requirements, including Navajo Nation licensing, tax, utility, permitting, and employment requirements. The construction magnitude is between $5 million and $10 million, with a 365-calendar-day period of performance. Amendment A03 extends the offer deadline to October 22, 2026, because the Government is still responding to questions; all other terms and conditions remain unchanged. The solicitation is an ISBEE set-aside and uses a lowest-price technically acceptable evaluation approach.
