The New York State Energy Research and Development Authority (NYSERDA) has established the School Bus Voucher Incentive Program (SBVIP) to help school districts comply with the state mandate that all school bus fleets serving public schools be fully comprised of zero-emission school buses by 2035. This program is funded by the 2022 Clean Water, Clean Air, and Green Jobs Environmental Bond Act. SBVIP aims to accelerate the deployment of zero-emission school buses, including electric and hydrogen fuel cell buses, in medium- and heavy-duty vehicle weight classes throughout New York State. SBVIP offers opportunities for New York State public school districts, other public entities providing K-12 pupil transportation services, and third-party operators under contract with these districts. The program also includes a charging infrastructure component to help districts purchase chargers and supportive infrastructure. The goals of SBVIP include providing all school districts the opportunity to purchase zero-emission school buses, ensuring that at least 35% to 40% of benefits accrue to Disadvantaged Communities, and including a charging infrastructure component to help districts purchase chargers and/or supportive infrastructure. Revisions have been made to the implementation manual regarding definitions, EPA stacking amounts, mileage requirements, fleet certification, sub-district cap, fleet electrification plan requirements, and the visiting ESB charging voucher.
