Description
The United Nations Development Programme is seeking one local individual consultant to support the final evaluation of the Community Infrastructure for Resilience Project. The assignment includes document review, data collection and analysis, coordination of meetings and interviews with government officials, stakeholders, donors, and community beneficiaries, Tetum-English translation, field-visit coordination, and preparation of evaluation-related reports. The consultant must prepare an inception report, a summary report on briefing meetings, an analysis report covering field-visit information and translated interviews, supplementary data and information requested during the evaluation, and a comprehensive Lessons Learned Report. The assignment requires approximately 30 working days over three months, including at least 10 days of field visits to four municipalities. A bachelor's degree in a relevant field, at least five years of monitoring and evaluation or social-research experience, strong English and Tetum proficiency, and experience with multi-stakeholder coordination are required. The proposal must include a technical proposal, signed confirmation-of-interest and availability letter with financial breakdown, and a personal CV with at least three references.
