Description
The United Nations Development Programme is seeking an individual consultant to provide finance and compliance support for the ECARE Project in Gilgit-Baltistan. The assignment includes expenditure and funds-utilization mapping, monitoring compliance with applicable government and UNDP rules, monthly and quarterly financial reporting, reconciliation of expenditures and balances, maintenance of financial records, participation in procurement processes as an observer, audit and spot-check support, and follow-up on corrective actions and recommendations. The consultant must submit validated financial reporting materials, including FACE forms or expenditure reports, bank reconciliations, cashbooks, and ledgers, as well as a financial compliance assessment report addressing transactions, supporting documentation, procurement and payment processes, advances and settlements, compliance gaps, and recommended corrective actions. The engagement is for 48 days spread over three months, with a stated start date of October 10, 2026, and requires a master's degree or recognized professional accounting qualification, at least five years of relevant experience, a technical proposal or methodology, a CV or P11, professional references, a financial proposal, and up to two relevant anonymized work samples.
