Description
The Ohio Department of Behavioral Health, Bureau of Workforce Sustainability, is seeking proposals for behavioral health workforce data, measurement, and strategic advisory support during State Fiscal Year 2027. The selected contractor will review DBH's workforce framework against approaches used by other states, develop a crosswalk of recommended indicators and available Ohio data sources, identify data gaps, review and refine the statewide behavioral health workforce needs-assessment survey, and provide ongoing technical assistance on workforce data integration, planning, measurement, employer and provider programs, and workforce pipeline development across professional and paraprofessional roles. Respondents must demonstrate health workforce data or measurement consulting experience, public-sector and multi-state or national experience, workforce planning and measurement expertise, experience integrating administrative, licensure, survey, and labor-market data, and at least three comparable professional references completed within the past five years. The proposal must include a technical proposal and a cost proposal, with the cost proposal stating the total project cost and a separate State Fiscal Year 2027 cost breakdown. Required response materials include the Standard Affirmation and Disclosure Form, Contractor Information Form, transmittal letter, organizational experience, technical approach and work plan, personnel qualifications, and the required cost materials.
