Public Safety Canada is conducting a Request for Information to inform a potential procurement strategy for professional Indigenous engagement services related to the firearms classification regime review. No contract will result from this RFI, and responses will not be formally evaluated. The anticipated requirement includes distinctions-based consultation planning for First Nations, Métis, and Inuit communities; Indigenous cultural and subject-matter expertise; culturally safe, respectful, and trauma-informed facilitation; in-person and virtual consultation delivery across Canada; participant invitations, logistics, travel, hospitality, and honoraria; data collection and Indigenous data governance; analysis; consultation summaries; interim and final “What We Heard” reporting; and evaluation of consultation effectiveness. The draft scope identifies deliverables including a consultation plan, regional schedule, stakeholder/contact list, consultation methods framework, cultural guidance, session summaries, participation datasets, thematic reports, and evaluation findings. Responses may address pricing models, delivery approaches, risks, regional capacity, Indigenous business eligibility, and modern treaty considerations.
