PUBLIC NOTICE REQUEST FOR PROPOSALS ISSUED BY THE STATE OF NEW MEXICO, ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT, OFFICE OF GENERAL COUNSEL FOR LITIGATION SUPPORT SERVICES The Energy, Minerals and Nat- ural Resources Department (EMNRD), Office of General Counsel is requesting propos- als to provide legal services in the matter of Empire New Mexico, LLC v. the New Mexico Oil Conservation Commission, D-101-CV-2026- 00177; consolidated with Goodnight Midstream Permian, LLC v. the New Mexico Oil Conservation Commission, D- 101-CV-2026-00269 (together, the Lawsuit). Legal services shall be pro- vided on a task order basis as requested by EMNRD. Typical services include, but are not limited to; drafting pleadings, drafting motions, defending or taking depositions, expert wit- ness identification/retention, supporting mediation, and potentially conducting trial, among other litigation-related activities as determined by OGC. The Energy, Minerals and Natural Resources Department (EMNRD) of the State of New Mexico, through its Office of General Counsel, is requesting proposals from qualified law firms to provide legal services in the matter of Empire New Mexico, LLC v. the New Mexico Oil Conservation Commission, D-101-CV-2026-00177, consolidated with Goodnight Midstream Permian, LLC v. the New Mexico Oil Conservation Commission, D-101-CV-2026-00269. The legal services will be provided on a task order basis and may include drafting pleadings and motions, defending or taking depositions, expert witness identification and retention, supporting mediation, and potentially conducting trial, among other litigation-related activities as determined by the Office of General Counsel.
