Description
The California High-Speed Rail Authority is soliciting sealed bids for the manufacture, inspection, assembly, testing, packaging, and delivery of overhead contact system (OCS) components for its high-speed rail track. The scope includes a large catalog of metal, electrical, structural, fastening, cable, insulator, pole, clamp, bracket, and related components, along with assembly of specified cantilevers, subassemblies, and other components before shipment. Components must comply with Authority-supplied SNCF S220 catenary-system drawings and technical specifications, Buy America requirements, applicable EN, ASTM, AWS, and other standards, and detailed quality-control and testing requirements. The contractor must provide pricing for all listed components and assembly and delivery activities, deliver approximately 1,405,589 components in estimated quantities, and support deliveries to railheads in Kern County and Fresno County. The initial contract term is stated as three to four years, with anticipated delivery orders beginning in Kern County and later extending to Fresno County and optional northern and southern rail extensions. Bidders must demonstrate the capability to manufacture every listed component, produce required assemblies, meet the delivery schedule, and provide qualifying past performance involving at least 50 miles of similar overhead rail materials. A 10 percent bid bond and a 50 percent supply bond are required, and the bid must include extensive forms, certifications, technical information, past-performance information, and business documentation.
