Description
The United Nations Development Programme is seeking a consultant to assess the financial, fiscal, macroeconomic, social, and community impacts of Montenegro's phased closure of the Pljevlja Thermal Power Plant and Pljevlja Coal Mine. The assignment must evaluate effects on EPCG, RUP, the state budget, the Municipality of Pljevlja, GDP, employment, investment, trade, public finances, household income, migration, health, and community resilience, while identifying economic-diversification, investment, workforce-retraining, and policy responses. The contractor must conduct financial and fiscal modelling through 2041, propose quantitative macroeconomic modelling using approaches such as a social accounting matrix, input-output analysis, or computable general equilibrium modelling, assess multiple transition scenarios and sensitivities, and integrate existing carbon-pricing and power-sector analyses. Deliverables include an inception report, financial and fiscal analysis, macroeconomic impact analysis, social and community impact analysis, draft and final integrated analyses, a policy brief, a stakeholder presentation, and communication materials. The expected assignment duration is six months, with up to 200 person-days of effort and possible travel within Montenegro, including Pljevlja.
