The United States Section of the International Boundary and Water Commission is soliciting a contractor to provide full operations and maintenance services for the South Bay International Wastewater Treatment Plant and associated facilities. The scope includes 24/7 plant operations; operation and maintenance of canyon collectors, conveyance piping, pump stations, junction boxes, outfalls, buildings, grounds, vehicles, equipment, and temporary treatment equipment; process chemicals, fuel, labor, materials, supplies, repairs, preventive and predictive maintenance, asset management, and emergency response. The facility currently treats approximately 35 million gallons per day through primary treatment, with approximately 25 million gallons per day receiving secondary treatment and up to 10 million gallons per day bypassing secondary treatment. The contractor must also operate and maintain the plant’s SCADA IT/OT systems, support cybersecurity and controlled-unclassified-information requirements, perform NPDES sampling and laboratory coordination, maintain quality-control and safety programs, conduct daily canyon-collector inspections, manage sediment and debris removal, coordinate biosolids and solids disposal, and prepare extensive monthly, annual, condition-assessment, capital-planning, preventive-maintenance, spill-response, and regulatory reports. The performance work statement identifies a 60-day phase-in period and a five-year structure consisting of one base year plus four option years.
