The Commonwealth of Massachusetts Center for Health Information and Analysis (CHIA) is soliciting bids to be prequalified on a Departmental Master Service Agreement for the acquisition of actuarial consulting services in connection with health care related projects. The selected vendor(s) will provide expert advice regarding all assumptions, projections, and analyses. Areas of expertise include cost and efficacy analyses of health benefits, development of data specifications and templates, collection and analysis of health insurance data, and advising on market or regulatory changes. The vendor may be asked to oversee analyses conducted by CHIA staff, or conduct the analyses themselves. The vendor will provide expert advice regarding various assumptions that need to be made to address issues including but not limited to changing demographics, changing economic health, changing state and federal policies, and changes in the provision of health care (new technologies, etc.). In some cases, data will be provided to the vendor, in other cases CHIA/the Purchasing Entity and the vendor will depend on national data sets that the vendor has available to him/her. Data sets used will be agreed upon by the vendor and CHIA/Purchasing Entity staff.
