Description

The New Mexico Department of Workforce Solutions Office of Housing is conducting a Request for Information to identify governmental entities capable of developing a geographically or demographically focused, action-oriented plan for system-level enhancements in homelessness and housing instability services. The proposed planning must address partner engagement, stakeholder and needs analysis, service-system mapping, organizational and community capacity, provider readiness, coordination, trauma-responsive and housing-focused practices, data collection and analysis, outreach and referral workflows, continuity of operations, and measurable goals, responsibilities, timelines, resource needs, and outcomes. The work must involve relevant Continuum of Care partners, coordinated entry systems, outreach teams, community-based organizations, and other governmental, medical, behavioral health, judicial, tribal, faith-based, and nonprofit partners as appropriate. Eligible respondents include counties, municipalities, governmental housing authorities, local educational agencies, higher education institutions, Indian tribes, pueblos and nations, special districts, and other governmental entities authorized to enter into intergovernmental agreements. Responses must use the provided Attachment A Application and Attachment B Budget Worksheet. If an intergovernmental agreement results, expected deliverables include monthly progress reports, a final action plan, and a final report with lessons learned, recommendations, and supporting planning materials. The agency intends to fund eligible governmental entities for up to $100,000 per project, subject to available funds and application quality; this RFI is informational and nonbinding and does not itself create a procurement or award obligation.
