Description
The United Nations Development Programme seeks a consulting firm to assess the current and potential socioeconomic implications of the Middle East crisis on Jamaica, while distinguishing those effects from the country's recovery from Hurricane Melissa. The assessment must examine energy and electricity prices, tourism, trade and logistics, food and agricultural inputs, health, education, investment, remittances, external financing, households, businesses, vulnerable groups, macroeconomic and fiscal conditions, and future scenarios under easing, prolonged, or worsening disruption. The firm must also develop a prioritized policy response framework covering immediate, medium-term, and long-term measures; review existing responses; identify gaps; and recommend implementation mechanisms, responsible institutions, financing options, and monitoring indicators. The work includes stakeholder consultations and validation with government, United Nations, international financial institution, private-sector, academic, and civil-society stakeholders. Required deliverables include an inception report, preliminary assessment package, draft assessment report, draft policy response, and final integrated package containing the final assessment report, standalone policy brief, slide deck, data files, and response-to-comments matrix. The assignment requires a firm with extensive socioeconomic assessment and policy-analysis experience, including a core team led by a senior economist/policy lead and supported by a socioeconomic, vulnerability, and data analyst.
