Description
Lindsay Community Library is soliciting technology-neutral proposals for Category One services consisting of 100–300 Mbps internet access/data transmission and Category One network equipment. Installation and initial configuration are required for both service requests. Vendors must identify the proposed broadband mode, basic firewall or network security features, equipment or special-construction costs needed for higher bandwidth, and pricing in 50 Mbps increments from 100 Mbps through 300 Mbps. Bids must include a complete breakdown of monthly recurring, non-recurring, installation, equipment, and other costs, clearly distinguishing eligible and ineligible E-Rate components. Vendors must provide a Service Level Agreement, possess a valid Service Provider Identification Number, file the FCC Form 474 and Oklahoma Universal Service Fund funding request, and hold applicable service-area and regulatory authorizations. Contracts may be structured for up to five years, with a one-year term plus four voluntary annual renewals preferred; any multi-year arrangement must include specified renewal, month-to-month, cancellation, and pricing provisions. Awards are contingent on successful E-Rate funding, and proposals will be evaluated primarily on the cost of eligible E-Rate services, with other factors including experience, past performance, reliability, specifications, and geographic or local presence.
