The U.S. Fish and Wildlife Service (Service) is administering the Highlands Conservation Act Program (HCA) to provide grants to Connecticut, New Jersey, New York, and Pennsylvania for land conservation projects. These grants aim to protect valuable natural resources within the Highlands Region. Eligible applicants, which are the Lead State Agencies as determined by each state's Governor, can receive up to 50% of the total project cost, with a required non-Federal cost share of 50%. Funds can be sub-awarded to county or municipal entities. The program focuses on acquiring land or interests in land from willing sellers to conserve resources such as water, forests, agricultural land, wildlife habitats, and recreational or cultural areas. Projects must align with state and local conservation goals and may include costs associated with land acquisition, appraisals, surveys, title work, and administrative expenses up to five percent of the grant award.
