Description
The United Nations Development Programme is seeking a consultant to clarify mandates, functional responsibilities, and accountabilities for selected institutions of the Bangsamoro Autonomous Region in Muslim Mindanao. The assignment covers the Office of the Chief Minister, the Ministry of Finance, Budget and Management, and the Ministry of Environment and Natural Resources, including relevant planning, budgeting, performance-management, coordination, and organizational units confirmed during inception. The consultant will conduct mandate clarification and institutional assessment, analyze alignment with Program Expenditure Classification (PREXC) outcomes and outputs and the 2nd Bangsamoro Development Plan (2023–2028), and prepare institution-specific mandate and PREXC matrices, findings, and recommendations. The engagement requires at least seven years of relevant public financial management experience, institutional or organizational assessment experience involving multiple government institutions, and experience working with Philippine government institutions; the period of performance is 70 person-days spread over five months.
