Employment and Social Development Canada is seeking a Task-Based Professional Services supplier under the TSPS Supply Arrangement, Tier 1, Stream 2, Category 2.7 (Needs Analysis and Research Consultant). The work will be performed remotely or virtually and is limited to qualified invited supply-arrangement holders. The project has two components. Component A will assess the accessibility of information about support services for seniors and caregivers across Canada's 14 federal, provincial, and territorial jurisdictions and identify common access barriers and frequently requested services. Component B will use those findings to develop case studies, analyze how seniors and caregivers learn about and access support services, and provide policy recommendations to improve service-navigation support. One contract is intended, with an approximately 24-month period beginning at contract award; the procurement page states an estimated 25-month duration and a proposed start date of December 1, 2026.
