Description
The Royal Canadian Mounted Police is establishing a National Individual Standing Offer for the supply and delivery of operational and inert oleoresin capsicum defensive spray in six specified stock-numbered items and three canister sizes. The products must meet detailed requirements for canister construction, safety mechanisms, delivery pattern, range, dimensions, weight, burst count, shelf life, labeling, formulation, testing, and mandatory environmentally preferable packaging. The procurement includes estimated annual quantities for RCMP divisions, with call-ups made as needed and no guaranteed order quantity. Multiple offers are permitted, and selection will be based on the lowest compliant bid. Amendment 003 confirms that labels must use at least Arial 5-point lettering, all required bilingual information must appear directly on the physical label rather than through a QR code, the contents must be water soluble, and manufacturer attestations may establish certain pre-award compliance points.
