Submission Instructions
Description
The Province is seeking nursery-grown conifer seedlings for afforestation, shelterbelt establishment, and agroforestry on active and former agricultural lands. The estimated requirement is 1 million seedlings: 40% white spruce, 20% eastern white pine, 20% eastern larch, and 20% eastern white cedar. Proponents may offer all or part of the requested stock, and the Province may make multiple awards. Seedlings must meet stated health, root-system, size, and provenance requirements; proposals must describe seed sources, container systems and sizes, seedling dimensions, and storage and handling practices. Delivery is expected at least twice annually, in spring and fall, with delivery locations on the island and specific drop-off points confirmed in advance. The response requires the attached Appendix B Submission Form, Appendix C Submission Pricing Form, and responses to the four rated criteria in Appendix D: nursery experience and operational capacity, seed source and propagation protocol, quality assurance and mortality, and resource management. Submit technical and financial proposals separately through the Euna Procurement Portal. The initial agreement term is four years, with three possible two-year extensions, for a potential maximum term of ten years.
