Description

Community Transit is seeking a replacement enterprise business system or integrated system environment primarily covering financial management and human resources, including general ledger, budgeting, procurement, accounts payable and receivable, project and grant management, capital assets, recruiting, personnel management, benefits, learning, performance management, time and scheduling, compensation, and payroll. Proposers may offer an integrated solution or qualifying point solutions, but each proposal must include both the proposed software and the implementation services required to deliver it. The scope includes strategic redesign, configuration, implementation, data conversion, integrations with existing and planned systems, testing, training, organizational change management, project management, go-live and post-go-live support, maintenance, and optional managed services. The solicitation evaluates on a best-value basis and permits on-premises, proposer-hosted, or SaaS deployment models, with a stated preference for SaaS. Technical and price proposals must be submitted in the specified combined PDF and spreadsheet formats, including completed proposal response forms, functional and technical requirements, cost worksheets, cost narrative, travel and expense policy, references, sample plans, and supporting exhibits.
