Description
The United Nations Development Programme seeks an individual consultant to conduct a mixed-methods study of women's representation, workplace experience, and career progression across Pakistan's justice sector. The assignment covers the judiciary, prosecution services, police, prisons, legal aid institutions, and related federal and provincial bodies across all four provinces and the federal level. The consultant will review literature, laws, policies, human-resources practices, workplace protections, grievance and remedy mechanisms, and available administrative data; conduct interviews, consultations, and focus groups; and assess structural, institutional, and sociocultural barriers affecting women's entry, retention, safety, and advancement. Required outputs include an inception report, literature review, institutional mapping and quantitative baseline, international compendium, legal and policy implementation assessment, primary-research findings, draft study and reform roadmap, and validated final report. The consultant must provide a CV, technical proposal, methodology, budget and workplan, references, supporting experience documentation, and a separate financial proposal. The engagement totals 115 working days over eight months, with the duty station at the Ministry of Human Rights office in Islamabad; travel outside the duty station will be supported separately by UNDP.
