The City of San Diego is seeking a multidisciplinary consultant to conduct four related solid-waste fee and rate studies: the AB 939 Fee Study, Hauler Franchise Fee Study, Miramar Landfill Disposal and Greenery Fee Studies, and Solid Waste Management Fee Study. The work includes baseline financial and operational reviews, regional benchmarking, cost-of-service analysis, fee-model development, recycling and diversion incentive analysis, stakeholder and public engagement, and preparation of draft and final reports, rate schedules, presentation materials, and an implementation roadmap. The consultant must provide data-driven models and scenarios addressing cost recovery, regulatory compliance, landfill closure and post-closure obligations, organics-processing operations, diversion incentives, customer and hauler impacts, and applicable California legal frameworks, including Propositions 26 and 218, AB 939, and SB 1383. Proposals must include the required signed forms, qualifications and experience, at least three relevant municipal solid-waste or recycling rate studies from the past ten years with references, staffing information and resumes, subcontractor information, and a completed pricing schedule. The contract term is five years from the effective date, with most work expected to be performed remotely and in-person meetings required as requested by the City.
