Description
Hydro-Quebec is soliciting qualified firms for two distinct streams: artificial intelligence consulting services and artificial intelligence professional services. Suppliers may bid on either stream or both. The resulting contracts will be executed on demand as needs arise, and Hydro-Quebec intends to retain at least three firms per stream. The procurement is a qualified-market process: only suppliers qualified through this process may bid on subsequent calls for proposals. Partial submissions are permitted. Suppliers must have an establishment in Quebec or a territory covered by an applicable agreement, and the solicitation requires a valid Revenu Québec attestation or proof of no establishment in Quebec, authorization to contract from the Autorité des marchés publics, and mandatory conflict-of-interest and solemn declarations. An optional virtual information session is available, with participation limited to two representatives per bidder.
