Description
Rincon del Diablo Municipal Water District is seeking qualified consultants to perform potable and recycled water cost-of-service and rate studies. The work includes updating a 5- to 10-year financial plan; evaluating operating, capital, debt-service, reserve, water-supply, demand, and customer-cost requirements; reviewing fixed and variable charges and customer classifications; and recommending equitable, legally defensible rate structures. The consultant must also evaluate alternate rates for reduced demand or water shortages, assess ratepayer impacts, support the Proposition 218 public review and adoption process, and consider the District’s billing and financial-system capabilities. The scope includes staff, finance committee, Board, and public meetings; preliminary and final reports; a proposed project schedule; and an easy-to-use Microsoft Excel rate model for future financial analysis and rate setting. The final deliverables include five hard copies of the final report and electronic files, including the final report in Microsoft Word and the rate model in Microsoft Excel. A current certificate of insurance naming the District as an additional insured is required, with stated minimum limits of $2,000,000 per incident and $4,000,000 aggregate for each listed coverage.
