Description
The World Resources Institute seeks an individual consultant with at least 10 years of experience in housing policy and research in Africa to conduct a synthesis of research papers, policy documents, institutional reports, and grey literature, supplemented by key informant interviews. The analysis must address housing policy and urban-planning frameworks, the scale and drivers of the adequate-housing gap, political economy, finance, growth trajectories, data, risks, and development-partner activity. The primary deliverable is a report or series of reports identifying current conditions, knowledge gaps, opportunities, and actions needed to improve adequate, affordable, and climate-resilient housing in African cities. The consultant must also support participant identification, agenda design, facilitation, and synthesis for three in-person roundtables in Addis Ababa, Nairobi, and Kigali, plus two virtual engagements involving stakeholders in South Africa and Ghana. Five roundtable reports must summarize short-, medium-, and long-term actions. The fixed project budget is USD 30,000, inclusive of applicable taxes and all expenses, including travel. Proposals must include a methodology and preliminary document-review list, evidence of the proposed team's technical capacity, full CVs for the lead consultant and support staff, and a comprehensive budget breakdown.
