Description

The contractor will provide government-owned, contractor-operated fuel operations services at Fort Hood, including receipt, storage, transfer, issue, inventory accountability, quality surveillance, and aircraft and ground refueling and defueling. The scope supports base operations, airshows, special events, deployments, exercises, contingencies, and 24/7 ground-fuel service. The contractor must operate and maintain automated service stations, bulk storage sites, hydrant systems, fuel-servicing vehicles, and related facilities and equipment while maintaining fuel quality, environmental compliance, safety, security, and accurate records. The contractor must furnish qualified personnel, vehicles, tools, equipment, safety supplies, spill-response materials, and required training. Required proposal content includes a technical proposal addressing staffing, operations, maintenance, and contractor-furnished facilities and equipment; a contractor-furnished vehicle submission; a phase-in approach; past-performance references and questionnaires; pricing for a four-year base period, five-year option period, and six-month extension; and required solicitation representations, certifications, and acknowledgments. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside for one firm-fixed-price contract. Amendment 0001 extends the offer deadline and adds limitations on subcontracting, requiring the prime to perform at least 50% of the service portion unless work is performed by similarly situated entities.
