Description
Charleston County is seeking a turnkey inmate communication services system for the Sheriff Al Cannon Detention Center and adjacent Juvenile Detention Center. The scope includes inmate telephone services with monitoring, recording, transcription, investigative search, alerts, and reporting; on-site, remote, attorney, and court video visitation; digital mail and electronic messaging; and a secure correctional-grade tablet system supporting communication, education, reentry, legal resources, requests, and approved applications. The contractor must provide all equipment, software, licenses, network and wireless infrastructure, installation, maintenance, replacement equipment, training, technical support, security controls, and system removal. The tablet system must support at least 2,000 inmates, and the contractor must provide 800 to 1,000 tablets at no charge at the start of operations. The proposal must address qualifications, technical capabilities, security, implementation, support, pricing and revenue arrangements, references, and required forms, including technical, redacted technical, and cost proposals. A mandatory pre-proposal conference and site visit is required for proposal eligibility.
