Description
This Commercial Solutions Opening (CSO) is issued under DFARS 212.70 by the Defense Commissary Agency (DeCA) to acquire innovative commercial technologies, products, and services for OCONUS commissary locations. The goal is to modernize business operations, enhance the military pay benefit, and provide significant patron savings. The CSO utilizes a streamlined acquisition process for rapid decisions and aims to improve the commissary benefit, decrease costs, enhance processes to reduce fraud, waste, and abuse, and minimize waste. Contracts awarded under this authority will be fixed-price. DeCA is seeking solutions that align with its 5-Year Strategic Plan, focusing on areas such as growing sales, developing leaders, driving accountability, lowering costs, and modernizing business operations, including the shopping environment and digital growth. The process may involve multiple phases, including submission of solution briefs, presentations, and Commercial Solution Proposals (CSPs).
