Description
The Defense Logistics Agency (DLA) Strategic Materials is seeking research and development proposals to encourage the conservation and development of domestic sources of strategic and critical materials. This Broad Agency Announcement (BAA) aims to address compromised supply chains due to decreased domestic mining and refining activities or lack of reserves. The scope includes research into materials and alloys, development of solutions such as stockpiling and substitution, and qualification of existing domestic facilities and materials. Areas of interest encompass refining, processing, and beneficiation; recycling, conservation, and substitution options (including rare earth magnets); and qualification of materials for Department of Defense programs. Proposals should focus on improving supply chain sustainment, developing new and creative solutions, and demonstrating relevant qualifications and past performance. The BAA is open from January 30, 2026, to January 30, 2029, with white papers accepted through May 1, 2028.
