Description
The United Nations Development Programme is seeking a local individual consultant to develop a five-year strategic plan for the Maldives National Anti-Corruption Academy. The assignment includes reviewing institutional materials and comparable anti-corruption academies, consulting with the Academy, the Anti-Corruption Commission, government and non-government stakeholders, and developing a strategic direction for the Academy's evolution into a national- and regional-level institution. Required outputs include an inception report; strategic mapping and a draft and revised strategic plan; a results and resources framework with monitoring and evaluation indicators, baselines, targets, verification sources, gender-responsive and inclusive success criteria, a costed implementation plan, resource-mobilization options, and a risk register; validation and handover activities; a Year One annual workplan; and an end-of-assignment report. The consultant must submit a technical proposal, signed offeror's letter with financial breakdown, CV, educational qualification documents, project portfolio where applicable, and professional references. The technical proposal is limited to five pages. The assignment is home-based, with physical stakeholder meetings expected in Malé and online meetings possible.
