Description
The United Nations Development Programme is seeking an individual national consultant to support the implementation and institutionalization of public financial management reforms in Mongolia. The assignment covers finalizing medium-term budgetary framework and results-based budgeting policy materials; developing methodological guidelines for results- and programme-based planning, budgeting, execution, and monitoring; improving programme-costing methodologies; and supporting pilot results-based programme budgeting in the health and energy sectors. The consultant will also provide technical support for integrating these reforms into the proposed revision of the Budget Law and related regulations, conduct stakeholder consultations and consensus-building workshops, develop training materials and practical tools, support capacity-building activities, and prepare policy, legal, methodological, and dissemination deliverables. The initial engagement is for 220 working days over 12 months. Applicants must have a relevant postgraduate degree, at least eight years of public finance or budgeting experience, similar prior assignments, and fluency in English and Mongolian. The proposal must include a CV and diplomas, references, a technical proposal and methodology, required declarations, a health statement, and an all-inclusive financial proposal.
