Description
The United Nations Development Programme seeks an individual consultant to conduct an institutional capacity and coordination assessment of selected local government units in the Bangsamoro Autonomous Region in Muslim Mindanao. The assignment covers public financial management functions including planning, budgeting, investment programming, expenditure tracking, accounting, treasury, monitoring, and reporting; LGU-to-regional-government coordination; fiscal transfers and resource allocation; devolved functions; accountability mechanisms; and relevant capacity-development initiatives. The consultant will contribute to the assessment framework, review documents, conduct consultations, interviews, focus groups, workflow mapping, and fieldwork, and prepare an inception report, draft and validated diagnostics, an institutional and coordination map, a prioritized recommendations matrix, a capacity-development landscape, and a final diagnostic report. The engagement is home-based with approved missions and requires 90 person-days over five months. The proposal must include a technical proposal, signed offeror's letter and financial breakdown, CV or personal history form with at least three references, and the required financial information in the supplier portal.
