Description

The City of Louisville, Colorado, is requesting proposals from qualified firms for PLC, SCADA, telemetry, instrumentation, communications, control-panel, and related electrical upgrades across 18 water and wastewater facilities. The scope includes system modernization, control-panel replacements, Allen-Bradley PLC installations and replacements, Sensaphone Sentinel dialers, SCADA and telemetry integration, radio, cellular, fiber-optic, and industrial Ethernet communications, instrumentation and flow-meter work, valve controls, power and electrical improvements, wiring, labeling, testing, startup, commissioning, permitting, and updated as-built documentation. Addendum No. 4 requires the three new lift-station control cabinets to undergo formal, witnessed factory acceptance testing at the integrator's panel shop before field installation, with participation by the integrator, the City, and Golden Automation. The integrator must prepare a testing checklist and document results, deficiencies, corrective actions, and signoffs. A regional UL 508A-certified panel shop is required, and the panel shop or integrator's corporate headquarters must be within a 50-mile radius of Louisville, Colorado. The project is organized into primary and secondary phases, with the City reserving the right to authorize work by phase, location, task order, amendment, or change authorization. Programming and standards compliance will be performed directly by Golden Automation, and proposers must coordinate with that provider. Proposals must address the technical approach, project team, work plan, recommendations, fee proposal, references, subcontractors, and site-specific requirements. A minimum one-year warranty and required insurance apply. Attendance at the mandatory site walks on October 19 and October 20, 2026, is required to submit a proposal.
