Description
The United Nations Development Programme seeks a Local Portfolio Development Consultant to support integrated sustainable urban transformation in Baguio City and San Fernando City, La Union, Philippines. The consultant will apply systems thinking, portfolio methodologies, stakeholder engagement, data analysis, and strategic planning to connect existing initiatives, identify gaps and leverage points, and develop mutually reinforcing interventions across areas such as circular economy, climate resilience, mobility, tourism, inclusion, governance, digitalization, and sustainable finance. The assignment includes reviewing plans, policies, projects, investments, data, and sustainability initiatives; developing systems analyses and transformation portfolios; designing and facilitating stakeholder consultations; identifying intervention clusters, sequencing, convergence, and investment opportunities; strengthening local-government capacity; and preparing reports, recommendations, presentations, and inputs to voluntary local review processes. The engagement is for 50 person-days from November 3, 2026, through March 31, 2027, with four deliverables and milestone-based payments. Applicants must submit a technical proposal, signed interest and availability letter, personal CV with at least three professional references, proof of academic qualification, documentation of at least three relevant workshops, and at least one relevant sample work or publication. A bachelor's degree and specified professional experience are required, along with fluency in English and Filipino (Tagalog).
