Description
The United Nations Development Programme is seeking an individual national consultant to conduct an independent final evaluation of the Project to Support Socioeconomic Inclusion through Entrepreneurship and Diaspora Mobilization (PAISEMD). The assignment will assess the project's relevance, coherence, effectiveness, efficiency, impact, sustainability, gender and human-rights integration, partnership strategy, and lessons learned. The consultant must have at least a master's degree, five years of relevant experience, at least two similar evaluation assignments, and demonstrated experience evaluating development programs, including gender- and human-rights-sensitive evaluations. The 30-working-day assignment is spread over two months and includes a start-up report with methodology and evaluation matrix, data collection and stakeholder consultations, a draft evaluation report, a final evaluation report with a two- to five-page summary and audit trail, and a presentation of findings. The consultant will work from Bangui and conduct missions in Bambari and Bria as needed. The procurement uses a two-envelope process, with technical evaluation weighted at 70% and financial evaluation at 30%.
