Description
The United Nations Development Programme’s Belize Country Office is seeking an individual consultant to establish and operationalize a National Coordination Mechanism supporting national implementation readiness for the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction. The work includes stakeholder mapping; bilateral consultations and national multi-stakeholder workshops; development of the mechanism’s terms of reference, governance structure, workplan, and Cabinet Paper; facilitation and Secretariat support for meetings; technical and institutional coordination; and legal, policy, and capacity-gap analysis related to ocean governance and marine biodiversity. The consultant will also prepare an inception report, periodic progress reporting, stakeholder and final reports, knowledge products, and recommendations for sustaining the mechanism. The assignment is remote, has an eight-month duration, and requires a minimum bachelor’s degree, at least two years of relevant experience in ocean governance, marine or biodiversity policy, or multilateral environmental agreements, and at least two years of experience in institutional coordination or multi-stakeholder consultation. Proposals must include a signed interest and availability letter, CV with at least three professional references, technical proposal and work plan, and an all-inclusive financial proposal with cost breakdowns. The estimated budget is USD 16,000; one conflicting attachment states USD 18,000.
