Description
The United Nations Development Programme is seeking an individual consultant to support Somaliland's Integrated National Financing Framework initiative. The assignment includes reviewing existing financing data and policy documents; coordinating data collection; mapping public and private financing flows; assessing financing policies, institutions, and capacities; conducting stakeholder consultations; and supporting analytical work on sustainable development financing. The consultant will prepare an inception and scoping report, validate and revise the Development Finance Assessment, develop an Integrated National Financing Framework implementation roadmap and action plan, finalize the assessment and roadmap, facilitate validation workshops and dialogues, and support the official launch. The assignment is for 40 working days over two months and requires a master's degree or equivalent in a relevant field, at least five years of sustainable development financing experience, fluency in English and Somali, and demonstrated experience in economic development, policy analysis, consultations, research, and analytical report writing. Proposals must include a technical proposal, signed offeror's letter with a detailed financial breakdown, and a personal CV with at least three references.
