Description
UNDP Colombia is seeking seven companies to implement pilot commercial refrigeration systems using R290 refrigerant and strengthen technical capabilities in Colombia's supermarket sector. The scope includes technical training; acquisition or provision of engineering and refrigeration-design software; conceptual, thermodynamic, and detailed design; component selection; assembly, installation, commissioning, safety checks, performance testing, and energy-consumption measurements. The pilot systems should use direct expansion and preferably air-cooled condensation, with requirements addressing flammable and high-pressure refrigerants, leak detection, ventilation, explosion-proof lighting, and energy efficiency. Selected companies must also prepare technical and user documentation, evaluate environmental and energy impacts, and support training. The clarification responses confirm that supermarkets will handle the civil and electrical works and ongoing maintenance, while contractors must perform a 10-day energy-consumption verification after operation begins. The solicitation requires four deliverables over an eight-month contract: three progress documents covering technical and safety capabilities, engineering and thermodynamic modeling, and assembly and installation; followed by a final document covering commissioning, testing, performance results, user documentation, and training. Proposals are evaluated through a two-envelope process, with 70% technical and 30% financial weighting. The financial proposal must be a fixed lump sum in Colombian pesos, submitted without direct taxes or VAT, and may not be updated. Proposers must demonstrate relevant company experience, submit audited financial statements, provide a company profile and registration certificate, submit signed CVs and commitment letters for two key professionals, and provide up to five satisfactory contract-performance certifications meeting the stated experience and value requirements.
