Description
The United Nations Development Programme, in cooperation with Viet Nam's Ministry of Justice, seeks an individual national consultant to provide substantive and methodological support for a foundational study on assessing the effectiveness of legal normative documents after promulgation. The work includes reviewing assessment approaches and international methods; analyzing current practices in Viet Nam; developing an assessment framework, criteria, and indicative indicators; identifying data sources and collection methods; and contributing to the research report. The assignment comprises 30 working days from October 2026 through March 2027 and is primarily home-based, with in-person participation expected in Hanoi for a technical meeting and consultation workshop if required. Deliverables are due on November 30, 2026; December 31, 2026; and March 31, 2027. Applicants must demonstrate advanced relevant education, substantial research or monitoring and evaluation experience, direct experience assessing policies or laws, experience developing evaluation frameworks or indicators, experience with government or international organizations, and English proficiency for research and professional communication.
