Description
The United Nations Development Programme in Lao PDR is seeking an individual contractor to support the development and operationalization of monitoring and evaluation frameworks for two national action plans: the National Plan of Action on Gender Equality 2026–2030 and the National Action Plan implementing recommendations under the Convention on the Rights of Persons with Disabilities. The assignment includes results-based frameworks with indicators, baselines, targets, data sources, reporting responsibilities, costing and budget estimates, implementation arrangements, reporting mechanisms, stakeholder consultations, validation workshops, revisions, English-language validation, and dissemination materials. The consultant will also provide on-the-job support and training, including a two-day training-of-trainers activity for National Committee for Persons with Disabilities Secretariat staff and technical support for subsequent training of disability-inclusion focal points. The assignment is for 50 working days from 2026-11-01 through 2027-03-30, with work performed through a combination of home-based and mixed arrangements and possible travel within Lao PDR. Applicants must generally have a master's degree in a relevant field or a bachelor's degree with additional relevant experience, at least five years of relevant experience, and fluency in Lao and English.
