Description
The United Nations Development Programme is seeking a consulting firm to provide integrated technical assistance for the Financing Agrochemical Reduction and Management project in Lao PDR. The assignment covers financial-sector diagnostics; demand-led design of green agricultural finance products, including loans, leases, blended-finance arrangements, and group lending; an FI operational toolkit; monitoring, reporting, and verification protocols; and de-risking instruments such as index-based crop insurance and a guarantee or first-loss fund. The firm must also mobilize at least USD 200,000 in seed-capital commitments for the guarantee fund. The work includes negotiating at least three financial-institution partnership agreements; training at least 250 FI staff, 15 internal FI trainers, 800 farm households, 20 agribusinesses or middlepersons, and 1,000 wider stakeholders; producing a multilingual farmer guidebook with at least 1,000 printed copies; assisting farmers to obtain soft credit; conducting pilot testing and field coaching; and preparing national scale-up, financing-options, knowledge-sharing, and handover materials. The 11-month contract has five deliverable-based outputs, with the final output due by September 30, 2027. The technical proposal must address the methodology, implementation plan, firm qualifications, and key personnel, while the financial proposal is submitted separately through the portal.
