Description
The United Nations Development Programme is seeking two national individual consultants to support Mongolia’s Ministry of Economy and Development and the project team for strengthening policy- and performance-oriented public financial management. The consultants will review existing medium-term fiscal and annual budget frameworks, assess gaps and linkages, develop methodology for medium-term expenditure planning and a medium-term budget framework, and prepare analytical tables, guidance, presentations, workshop materials, reports, and implementation-roadmap inputs. The assignment also includes developing and maintaining Excel-based expenditure-analysis and budgeting templates, supporting stakeholder consultations and training activities, and preparing five jointly produced deliverables. The initial contract covers 80 working days over four months. Applicants must have at least a relevant bachelor’s degree, one year of related professional experience, experience with government or international public finance work, public-policy research and report-writing experience, and fluency in English and Mongolian. A technical proposal, CV with at least three references, educational diplomas or certificates, and an all-inclusive financial proposal are required; the financial proposal is submitted through a sealed online financial process.
