Description
The United Nations Development Programme, through its Inclusive Growth Unit in Mozambique, seeks an individual national consultant to develop the Ministry of Economy's Strategic Plan for 2026–2035. The assignment includes inception and work planning; macroeconomic, sectoral, and institutional diagnostic analysis; development of strategic direction and growth scenarios; preparation of a draft strategic plan; stakeholder consultations and validation; and finalization of a publication-ready plan with an executive summary, results framework, implementation roadmap, financing strategy, and technical annexes. The engagement is for three months and 60 working days, with four deliverables: an inception report, a diagnostic report and strategic framework, a draft strategic plan, and the final strategic plan. The consultant must have at least a master's degree in a relevant discipline, seven or more years of relevant professional experience, demonstrated strategic-planning experience for government or public institutions, and experience in Mozambique and sub-Saharan Africa. Applications require a CV, cover letter, methodology and work plan, financial proposal, at least one relevant work sample, and professional references.
