Description
The United Nations Development Programme is seeking a Sri Lankan individual consultant to assess the vulnerability of selected MSME-intensive value chains to external trade, supply-chain, logistics, and climate-related shocks. The assignment includes a light-touch vulnerability scan; development of practical early-warning indicators and an operational decision framework; focused assessments of three to four priority value chains or MSME segments; analysis of production, working-capital, financing, business-continuity, employment, gender, informality, and LNOB impacts; and recommendations for shock-responsive MSME financing and resilience measures. The consultant will use existing data and approximately 12–18 targeted consultations rather than a statistically representative enterprise survey. Required outputs are an inception note, rapid vulnerability scan and early-warning note, draft value-chain assessment, and final study with presentation. The engagement is home-based with consultations and field visits as required, for 30 working days from November 2026 through January 2027. Only Sri Lankan individuals will be considered; organizations and other nationals are ineligible.
