Description
The Corporation of the City of Nelson is seeking qualified consultants to develop a Development Cost Charge (DCC) bylaw replacing the existing connection-fee framework in Fees and Charges Bylaw No. 3092, 2008. The work includes reviewing and updating proposed capital project lists and cost estimates, preparing the required documents, and conducting public and stakeholder consultation. Supporting materials include the City's liquid waste management plan, general capital budget, fees and charges bylaw, water master plan, and capital long-term strategic planning documents. The estimated budget is CAD 80,000 plus GST, and the City intends to complete the work by the end of July 2027. Proposals must be submitted as PDF files through the electronic procurement process.
