Description
The United Nations Development Programme seeks an individual international consultant to support the Ministry of Environment and project stakeholders in drafting a comprehensive, risk-based, EU-aligned legislative package governing the management and safety of dams, dikes, and related hydro-technical infrastructure. The work includes legal and institutional analysis, gap analysis and transposition mapping, preparation of a draft law and supporting secondary legislation outline, stakeholder consultation support, revision of the legislative package, and an implementation roadmap. The assignment is home-based with one three-day mission to Chisinau, Moldova, and up to 20 working days from November 2026 through October 2027. Deliverables include an inception report and gap analysis, a first complete draft of the legislative package, and a final revised legislative package with an implementation roadmap. Applicants must have an advanced relevant university degree or an accepted equivalent combination of education and experience, at least seven years of relevant legal and regulatory drafting experience, and demonstrated expertise in water legislation, dam safety, flood-risk management, EU water directives, and related international standards.
